Nevertheless, a hybrid approach, where basic infrastructure is prioritized without completely neglecting elite development, would yield the most balanced and equitable results.

In conclusion, although elite athletes can uplift national morale and bring international acclaim, the broader and more sustainable impact lies in equipping the general population with the tools and spaces to engage in physical activity. Therefore, governments should adopt a strategy that maximizes both accessibility and excellence.
